Now I accepted my appointment without any intimation that any change would be made in the office staff after my employment. The staff I found and with whom I worked reasonably for upwards of four months, were quite sufficient for carrying on the ordinary work of the Office, and I was enabled with their assistance, to clear off a large amount of the heavy arrears, which I found had been accumulating for some time. Had I been permitted to proceed without interruption, I should by this time have been able to report that I had closed every account which was capable of being closed, and wound up the whole of the work in the office, and that too, notwithstanding the constant personal insults to which I have been subjected, and to which I have already asked the attention of His Excellency the Governor in my letter of September 4th, 1880.
I do not, and never did, feel any misgiving as to my ability to cope with every difficulty which could be legitimately raised in the course of such proceedings, but I am not prepared to continue a contest which exhausts my energy, nor to conduct the business of an office, where competent assistance is not provided.
